Chang-Yui Shu graduated MB ChB from the University of Glasgow in 1938. He was born in Shanghai, China, son of Shu Hou-Jen, a medical officer, and became a senior adviser for the World Health Organization (WHO).

Shu enrolled at the University of Glasgow in 1932 as George Chang Yui Shu. During his medical studies he won several prizes: four first class certificates, a second class certificate, as well as the prize for Diseases of the Ear, Nose and Throat class of spring 1936 and the Cullen medal for Clinical Medicine in session winter 1936.

During the Second World War, Shu worked for the Chinese health services in Kwangsi, Yunnan and Szechuan provinces. After the war, Shu graduated MPH (master in Public Health) from Harvard in 1947 with a Chinese government fellowship. He was subsequently appointed the Chinese Ministry of Health's resident representative in Washington DC, and served as the technical expert of the Chinese delegation to the first World Health Assembly in Geneva. From 1950 he was a senior adviser for the World Health Organization, for their western Pacific regional office, in Manila, Philippines.

He left the WHO in 1960, and went in to private practice in Hong Kong with his wife Mildred Sybil Tie-Ten-Quee, an Edinburgh medical graduate who he met in the UK and married in Calcutta, India, in 1942.

Shu moved to the United States in 1966, joining the American Hospital Association in Chicago. He retired in 1977 to Bloomfield, Connecticut, where he died in 1998, aged 86.
